EU DMA: Apple Ads and Apple Maps will not be designated (for now)
The European Commission decided Apple Ads and Apple Maps won’t be designated under the Digital Markets Act. What that means (and what it doesn’t) for app teams operating in the EU.

The decision (plain English)
The Commission says Apple does not qualify as a gatekeeper in relation to:
- Apple Ads (Apple’s online advertising service)
- Apple Maps (Apple’s online intermediation service)
because (in the Commission’s assessment) neither service is an “important gateway” for business users to reach end users.
They cite two main reasons:
- Apple Maps has a relatively low overall usage rate in the EU.
- Apple Ads has very limited scale in the EU online advertising sector.
What this means for app marketers
A few practical implications (without over-reading it):

“DMA scope” is service-by-service, not just “Apple = gatekeeper”. Apple remains designated for other core platform services. This decision is about these two services.

Apple Ads stays “just another ad platform” in regulatory terms (for now). Don’t expect DMA-driven obligations to suddenly reshape Apple Ads tooling or access in the near term.

It still matters as precedent. The Commission is signaling what it considers meaningful “gateway” scale for ad and mapping services in the EU.
Keep one eye on the follow-on
The Commission explicitly says it will monitor market developments and revisit if there are substantial changes.
Tiny win: if Apple Ads is a material part of your EU growth mix, write a 3-line “reg risk note” in your channel plan:
- what would break if targeting/attribution rules shifted,
- what your fallback channel mix is,
- what measurement you need to keep incrementality honest.
