Apple Ads: a subtle Terms change that could hint at third-party inventory (Mobile Dev Memo)

Eric Seufert spots updated Apple Advertising Terms language that appears to grant Apple latitude to place Apple Ads beyond Apple-owned surfaces. If true, it raises a big follow-on question: what does attribution look like when Apple Ads is not just on Apple inventory?

The observation

Eric Seufert points to an Apple email sent to advertisers about updated Apple Advertising Terms of Service (effective July 28), and focuses on one change in the definition of “Advertising Services”.

His reading: the updated language looks deliberately broad, and could be interpreted as Apple giving itself contractual room to serve Apple Ads on apps, websites, and platforms that Apple does not operate.

The post is careful to note an alternative explanation (Apple services increasingly run on non-Apple devices and the web), but the “other properties” phrasing is conspicuously expansive.

Why this matters (the practitioner angle)

If Apple Ads ever moves beyond Apple-owned inventory, the question stops being “more placements” and becomes:

  • What is an Apple Ad, exactly? A network, an exchange, or Apple merchandising on Apple surfaces?
  • What measurement model applies? If Apple Ads serves on third-party surfaces, the current split between Apple’s own ads attribution APIs and the rest of the ecosystem becomes harder to justify.
  • How will privacy positioning evolve? Apple has argued for years that sideloading and third-party marketplaces weaken privacy. Ads expansion to third-party surfaces would invite similar scrutiny.

What to do next (tiny wins)

  • Bookmark the terms change window (effective July 28) and make sure your Apple Ads owner reviews what changed, not just the email.
  • Audit your measurement assumptions in internal docs. Any sentence that starts “Apple Ads is only on Apple inventory…” may become stale quickly.
  • Write a one-page scenario plan: if Apple Ads expands, what would you expect to change in reporting, conversion windows, and campaign structure?
